SHRC: Multi-complex theatres selling drinking water and eatables on exorbitant prices

State Human Rights Commission orders probe into cinema houses not permitting eatables inside

CHENNAI: The State Human Rights Commission has ordered the Chennai Police Commissioner to depute an officer not below the rank of a Deputy Commissioner of Police (DCP) to enquire into a matter relating to city cinema theatres not permitting audience to bring their own drinking water and eatables inside.

The Commission passed the order on a complaint filed by V. S. Suresh of George Town, an advocate. It said that after the enquiry, the Commissioner should submit a report within four weeks.

The Commission would take up the matter after four weeks.

Mr. Suresh said that multi-complex theatres, besides not permitting the viewers to bring their own drinking water and eatables, were selling at their stalls biscuits and other eatables two or three times more than the maximum retail price. This violated human rights.

He sent an RTI query to the Commissioner in this regard in November last year. The licensing authority under the Tamil Nadu Cinemas Regulation Act was the Chennai Police Commissioner. He received a reply stating that the matter did not relate to the police.

In January this year, he wrote to the authorities including the Chief Secretary. But he did not receive any reply.

Parts of the Act came into force upon Presidential assent, but the Act came fully into force on 12 October 2005, 120 days after Presidential assent.
